Smyrna has buyer for Hickory Lakes property?

On 10/7, the agenda showed the following item, which was removed for the meeting because it wasn't ready yet:

Approve a Resolution supporting the Downtown Development Authority (DDA) to sell approximately 47.52 Acre Tract - Land Lots 274, 303 and 304 to Southeast Capital Companies for $13,000,000.00

Does that mean that Smyrna has settled on a buyer for Hickory Lakes, the property Smyrna bought and razed in 2007 West of S. Cobb Drive, and we are just in the details now?

Additionally, if Smyrna goes through with this buyer, it could be good news. If you look at their site http://www.seccompanies.com/portfolio.html they are a residential and mixed-use developer mostly focused on Buckhead. At over $200,000.00 per acre for that property, they would have to put something high-value or dense.
