10-Month-Old Child Dragged by Car

The child was dragged about a foot before the suspected driver stopped, Smyrna police said.

A 10-month-old child was dragged by a vehicle for about a foot.

Barbara Downer allegedly attempted to speed off from a home in the 680 block of Kennesaw Dr. SE Thursday afternoon "while having knowledge" that the child was "seated in her child seat that had been placed on the ground next to the vehicle," according to an arrest warrant.

Though the child seat had been placed on the ground next to the vehicle, it "was still connected through the seatbelt," Smyrna police said.

The child was dragged about a foot before Downer stopped, police said. The warrant does not specify if the child was injured, and Officer Michael Smith with the Smyrna Police Department could not be reached for comment Monday evening.

Just before Downer attempted to drive away from the scene, she allegedly hit a woman so hard that the woman was left with a bloody mouth and several small scratch markings on her left arm, according to the warrant. That incident allegedly occurred in front of the 10-month-old child and two other juveniles ages 5 and 10.

Downer was arrested Friday afternoon on charges that include three counts of third degree cruelty to children as well as one count each of battery and reckless conduct. She was released Friday night on a $5,000 bond.
