A Quicker 'Hook' at Smyrna City Council Meetings?

Smyrna-Vinings Patch asks if changes are warranted during the citizen input portion of Smyrna City Council meetings?

OK, so according to a small blurb in today’s Marietta Daily Journal, Monday’s Cobb commission work session included an interesting item.

It seems it was decided that during the public comment portion of future meetings, if an individual becomes abusive and/or makes personal attacks, County Attorney Dorothy Bishop can now step in and provide a quicker “hook.’’

Like Smyrna City Council meetings, speakers are given three minutes to speak their peace at county commission meetings. And like Smyrna City Council meetings, things can get a little testy and personal during the citizen input portion.

The change came in response to when a speaker went personally at Chairman Tim Lee at a Sept. 27 board meeting, voicing his displeasure that Lee wasn’t making eye contact with him. The chairman responded that the resident needed to keep his comments on topic.

Generally, Smyrna Mayor Max Bacon and the council refrain from commenting following the at times personal attacks from the small but vocal group of citizens who criticize their work at meetings (unless to dispute and correct inaccuracies).

The question here is do you think a quicker hook should be given to citizens who become abusive and/or make personal attacks at Smyrna City Council meetings?

And overall, what changes need to be made, if any, with the citizen input portion of the meeting? Let us know what you think with your civil comments and opinions.

Why is the Mayor responsible for our elementary schools getting old ? That is teh responsibility of our school board. Now if you want to look at actual waste of money going on then there is your starting point. The Market Village being empty should be addressed to th eowners of that. When your own neighborhood is in decline you should be looking at your own backyard. Did you know that developer that was connected to Belmont Hills was working with Jack Halpern not the city of Smyrna ? If someone truely had proof that SPLOST money was spent illegally then that should be taken to the Grand Jury to be investigated, but it won't be because it is simply not true. Keep ranting about the same old things. You truely look foolish. If you have proof take action. If not just keep crying day in and day out,

MK. downing your City leaders on a microphone is not taking action. Its not doing anything to help better your neighborhood or it's surrounding area. What you are doing is called complaining. In your case it seems to be complaining without any positive actions for improvement.

We just took a ride around Smyrna. Horrible, cluttered MESS! Period!
No EXCUSE!! It's a disaster! And the city wants to SILENCE the people that LIVE HERE & KNOW what makes a city livable! No Trees, jumbled up clutter EVERYWHERE! There is no beauty!! We live in this place & every effort should be made to give us quality of life! There is nothing that says Smyrna is being run properly! If I had a nice business,... this would be the LAST place I'd invest in! The conditions, from Spring Rd. up through Concord, along Atlanta Rd to Windy Hill, back down South Cobb-- looks like a freakin' tornado struck! There is NO CONCERN from any city officials , reguarding the looks & economic conditions here! I can only hope a new group will get into office-- but even so,.. it will take a good 15-20 years to turn around the damage that has been done! I am just a citizen-- not a whole lot I can do ,... but try to hold elected officials ACCOUNTABLE! Ignoring citizens only shows their UNaccountability! It's a new day baby- it's time the Smyrna citizens speak out & be heard!

I bet on your trip through the City Of Smyrna! I bet you did not notice the tractors cleaning up the rubble, and you did not notice the construction of the New Kroger and you did not look far enough down Atlanta rd to see the sidewalks being worked on.....Did anything positive come out of your trip? The answer to that is, all roads lead out of Smyrna :)

I too would like this place to look like Disneyland but I think there are limits to what we could expect Mayor and Council to do. You may be better received if your message is delivered in a better package. If you don't like your neighborhood, reach out to your neighbors directly and see how you can help them. They may be struggling financially like others or developed health problems preventing them from physically doing anything. Don't expect the city to go out and fine your elderly neighbor that can't cut his grass any longer or afford lawn service due to meds. Go cut it for them, I have. Adopt your own stretch of road and clean it up. Take a little pride and initiative. I could probably do more myself and should. Probably will one day. But I won't be complaining. I'll be doing. Get out and explore the world a little more also. Smyrna isn't so bad. I was born here. I grew up here. I went to King Springs, Brown, Griffin, Nash, Wills and Campbell. My son goes to Belmont Hills. He's played T-ball at Brinkley. We play at Cobb Park all the time. This is my home and wouldn’t trade it for anything. I currently travel three or four days a week. Usually back and forth to Miami where I refuse to move to. Sometimes I go to the UK, South America, other American cities frequently. They ALL have the same problems as us. I go to Decatur and these other "model" cities you cite all the time. They have their problems too. I wouldn't live there, but you are free to go any time..

It is a heck of a thing for an elected official or unelected bureaucrat to have to listen for a few minutes to an American citizen who pays their salaries and pays for all their glorious projects.
The county attorney is named Bishop. Why not email her (this includes the Patch editor) and ask for the written policy and law? Is it constitutional? Will someone be silenced and then arrested for waving his arms too much? How about speaking too loudly or too forcibly? What if someone says, "Man, I am really, really mad about wasteful government spending!" Does that constitute a threat? When the ACLU gets involved it should get really, really interesting.

this does sound exciting, I would think nothing will become of it...But it should be entertaining..Oh by the way? who was silenced? everyone but a select few know how to govern themselves accordingly. No one here can ever give any proof of how someone is silenced? Can you? Will be waiting for an answer! tic-toc

I can tell you about people silenced in Douglas County, James Bell and James Quarterman.
I was referring to the new pronouncement in the mdj yesterday. What will be the rules? Ask the commissioners and county attorney.

No one has been silenced as was proved at the last council meeting by the Mayor and Council allowing a person to speak even though they did not follow the rules for signing up. But I don't see anything wrong with the Council limiting everyone to three minutes. Our elected officials have a job to do and they shouldn't be forced to sit and listen as for as long as someone wants to speak. There is nothing illegal about it. And if someone gets abusive then yes, they should be removed. What ever happened to common decency and courtesy? I have never seen Smyrna's Elected officials to be anything but very polite and courteous to everyone that speaks, even when the speaker is not so nice and courteous to the Council. I expect our elected officials to do a job, not take abuse from citizens.

Thanks for clarifying Bruce. I'm not familiar with Douglas county. I really only keep up with our little local government here. But there is nothing wrong with asking questions and understanding what the rules are.

I am interested in how this city is run. I, as well as others, might be interested to what happenerd reguarding this (silencing) issue, to our neighbors to the west.(Douglasville) You clearly tried to discourage that converstion w/ Bruce continuing.

I am not familiar with the Douglas County incident referred to. Did a quick search and could not find anything about but would be interested if someone can provide a link. As far as County Attorney Dorothy Bishop and the county commissioners, we will reach out and see if we can get a more clear interpretation as to what is meant by this.

If people are dissatisfied with the current government they should organize to have someone else elected or run for office themselves. The problem with local government is apathy. 95% of Smyrna residents couldn't tell you who the Mayor is, who their city council member is, or even what ward they reside in. It's up to the people to change things for the better or just let those with the power keep it. Actions people, actions.

Hi John. I am a sincere supporter of our current Mayor. But I do agree with what you are saying. People complaining and downing the current administration, without taking any real action, and the people that complain about the shape of their neighborhood but take no action themselves to improve their community are not going to see any results they desire as real progress will take action. And you are correct. Apathy runs rampant, not just in our fair city, but nation wide.

" Not everyone knows everthing that's happening in The Jonquil City ", But they surely don't mind making up their own little stories. The statement that the mayor isn't the only person with power couldn't be any more correct. Actually the Mayor has little power, but to some on here he is responsible for everything wrong from the economy to failed developments. If Mayor Bacon has all of this power and responsibility then he is highly underpaid.

Failed developments aren't necessarily the result of failed leadership, but if I had the resources I might manage things a little differently. For instance I would probably do some serious market research and see what people want to see in the Smyrna Market village and then target businesses to move there that would succeed. Then after the market village is successful convince developers that they could have similar success at the Jonquil village. While I understand that these are private developments the people and the owners of the property would be happier. As it stands, vacant, these areas don't stand to help anyone or the community as a whole. That's just one example and I'm not blaming the current administration, I'm just saying that with proper prioritization and management little project and developments could result in big returns for the city.

Thank you John. I respect and understand your feelings on this, as I also somewhat agree. The key to the revitilazation is of course resources. When an administration is operating under survival mode resources are of course harder to come by. Should a governemt make cuts in the Public Safety faction to fund marketing for private industry ? With that being said I fully understand that the more successful these businesses become it benfits the entire community. And I am impling that was your point, i'm just using a practical example. The city of Smyrna is operating currently on a bare bones budget. The citizens could form committees that actually utilize the resources that we have. These committees could contact businesses from outside the community and and let them know that there is an interest in them and inform them of all the positives that Smyrna has to offer. Cities definitely need community support and volunteerism now more than ever.

I would love to see the Market Village with no vacancies. I've heard the landlords charge a very high rent and in this economy, new tenants are hard to come by. I would hope the city has approached these owners and tried to plead the case of, "lower rent is better than no rent", but I have no idea if that's happened or not. I do feel our current City leaders have done a great job running our City during such a long economic struggle.

It is definitely difficult to develop any "muscle" for a community when you operating with just enough resources to survive; however, I would hope that by prioritizing key projects, such as the Market Village or others, one at a time the administration and the community could over time make a big difference. Perhaps it is not in the budget to take on all things at once, and perhaps this is my ignorance showing, but maybe one thing at a time could work. At very least the administration could target a project and solicit volunteer committees to tackle the issue. (perhaps this is already happening?)
I definitely agree that volunteering in the community is more important than ever. Surly there are some market research professionals/community development professionals - or just enthusiastic citizen that could pitch in to help out. It's times like these that it is up to the community to make Smyrna a place worth calling home and continuing to improve.

For anyone that would like to participate in the Adopt-a-Mile program this Saturday....Smyrna Heights Neighborhood will be participating in a clean-up for Concord Road between Atlanta Rd and South Cobb Drive. We will be meeting at 8:45am in the back parking lot of McIntyre's Bakery. Any and all volunteer help will be greatly appreciated.

This is Garrison Plantation - Garrison Lakes - Lakefront Vista. I lived there when it was familyRead More owned. It went from sister to brother then sold. Changed name from Garrison Plantation (because it wasn't PC) (but no one thought about what a garrison was) to Garrison Lakes (there's only one lake) to Lakefront Vista (under new ownership.) It's a dump now. The layout and size of the apts. are great. Even the location is great. Still know some people there. But it went downhill.

During the anti gay lifestyle debacle it gave out copies of the 10 Commandments. That anti gay resolution drafted by Gordon Wysong and enacted by the Cobb Co. Commissioners cost the county an Olympic venue. Whenever I hear about that church I think of the OM who called the church's prominent members The Marietta Mafia!

No wonder many young people, the vast majority of whom are or will be heterosexual find the church increasingly irrelevant in their lives with attitudes like this.
